EuCertPlast是一個歐盟範圍內的驗證，旨在為消費後的塑料之回收商提供驗證。EuCertPlast制訂一套標準化回收方式提供回收商遵循，該驗證須按照歐洲標準EN 15343：2007進行，藉以評估回收商產出的品質和實務作法。其內容鼓勵塑料的環保回收，尤其側重於可追溯性和符合性評估、以及回收塑料再生的過程。為什麼不針對貿易商進行驗證？因為在塑料回收行業，總是不清楚消費後的塑料是否被回收或拿去交易。如果回收的塑料直接送到貿易商，而它本身沒有工廠，則有可能轉賣到沒有驗證的工廠，或是運到第三世界。因此，EuCertPlast驗證有三大優點：
(1)提高透明度，改善過去回收塑料去向不明的缺點。
(2)讓收集到使用過的廢棄物具有可追溯性。
(3)確立回收商和貿易商的實務作法。
EuCertPlast驗證始於2009年，由歐洲塑膠回收協會（EuPR）和歐洲塑膠再生與回收組織（EPRO）發起，歐洲塑膠加工協會（EuPC）和一些塑料加工和回收商也參與了該項目。目前，義大利塑料回收組織COREPLA已表示將以EuCertPlast的標準為基礎，監管該國的塑料回收商。2013年，EuCertPlast已被納入德國藍天使計畫。
EuCertPlast驗證的規範內容，包括塑膠回收商的原料類型、設備處理能力、加工後的產品、回收比例、業務透明度等級、以及過去一段時期內廢塑膠的處理量。想獲得這項驗證，塑料回收業者必須先符合一系列規定。其中，是否擁有正確的塑料回收許可證，在工廠運行過程中如何處理廢棄物，如何排放廢水，如何控制能源消耗等都是要考察的因素。

(1) 選擇經認可的EuCertPlast審核機構
(2) 選定的審核機構將進行現場檢查
(3) 審核員和回收公司將針對查核結果進行意見的交換
(4) 通過審核後證書將上傳到EuCertPlast網站，EuCertPlast證書的有效期限為1年。

歐洲塑料回收行業由1500家公司組成，每年可回收超過450萬噸的塑膠垃圾。EuCertPlast為歐洲塑料回收商創造了一個公平競爭的環境。它的優點：(1)整合各種不同的回收管道之可能性成為單一方案，以使回收工廠最小化的認真努力可以實現。(2)減少國家當局的行政負擔，(3)或取得在稅收和關稅等潛在解決方案的財政救濟。(4)以生態標籤來獲得疏解。
EuCertPlas的預期效益可包括：(1)提高塑料回收率。(2)增加塑料回收材料的應用。(3)提高塑料工業的市場透明度。(4)滿足REACH對REACH的要求。
