基本資料

CCC為「China Compulsory Certification」的英文縮寫，由中華人民共和國國家質量監督檢驗檢疫總局（簡稱國家質檢總局）制訂CCC產品驗證的規定跟流程，是絕大部分國外產品要進入中國市場銷售必須擁有的驗證，通過驗證的商品代表通過了基本安全﹑電磁兼容性以及環保等方面的考驗。
CCC是由CCEE(長城),CCIB,CEMC三種驗證標章合併而成，因為這三個標章彼此領域重疊且互不驗證，世界貿易組織強烈要求中國必須整合所有標章，因此CCC驗證標章從此產生。

強制通過CCC標章的商品種類總共有22類306項產品：

  1. 電線電纜
  2. 電路開關及保護或連接用電器裝置
  3. 低壓電器
  4. 小功率電動機
  5. 電動工具
  6. 電焊機
  7. 家用和類似用途設備
  8. 音視頻設備類（不包括廣播級音響設備和汽車音響設備）
  9. 信息技術設備
  10. 照明設備（不包括電壓低於36V的照明設備）
  11. 電信終端設備
  12. 機動車輛及安全附件
  13. 機動車輛輪胎
  14. 安全玻璃
  15. 農機產品
  16. 乳膠製品
  17. 醫療器械產品
  18. 消防產品
  19. 裝飾裝修材料
  20. 安全技術防範產品
  21. 玩具
  22. 無線局域產品

驗證申請流程

CCC申請流程依據生產的工廠分為兩種，以下介紹生產工廠的四種分類的滿足條件

  1. I類生產企業
    1. 近2年內的初始工廠檢查/獲證後跟蹤檢查無不符合項
    2. 近2年內獲證後監督的生產現場抽取樣品檢測或者檢查、市場抽樣檢測或者檢，查未發現不符合項
    3. 原則上，近2年內的國家級、省級的各類產品品質監督抽查、CCC專項監督檢查結果均為“合格”
    4. 其他與生產企業及驗證產品品質相關的資訊
  2. II類生產企業
    1. 不屬於I、II、IIV類的皆為II類
  3. III類生產企業
    1. 最近一次初始工廠檢查/獲證後跟蹤檢查結論判定為“現場驗證”的
    2. 被媒體曝光產品品質存在問題且系企業責任，但沒有嚴重到需暫停、撤銷驗證
    3. 本機構根據生產企業及驗證產品相關的品質資訊綜合評價結果認為需調整為Ⅲ 類的
  4. IV類生產企業
    1. 最近一次初始工廠檢查/獲證後跟蹤檢查結論判定為“不通過”的
    2. 獲證後監督檢測結果為安全項不合格的
    3. 國家級、省級等各類產品品質監督抽查、CCC 專項監督檢查結果中有關強制性產 品驗證檢測專案存在“不合格”的
    4. 被媒體曝光且系企業責任，對產品安全影響較大的
    5. 無正當理由拒絕工廠檢查或監督抽樣的
    6. 不能滿足其他強制性產品驗證要求被暫停、撤銷驗證證書的
    7. 本機構根據生產企業及驗證產品相關的品質資訊綜合評價結果認為需調整為Ⅳ 類的

驗證的流程分為兩種模式
I類生產企業可採用模式一驗證，II類、III類及IV類生產企業需要採用模式二驗證

申請所需文件

  1. 驗證申請書
  2. 驗證委託人、生產者的註冊證明（如營業執照、組織機構代碼證等）
  3. 工廠檢查調查表
  4. 產品描述資訊，必要時包括：型號規格、技術參數、結構、關鍵元器件和/或材 料清單、電氣原理圖、總裝圖、同一驗證單元內不同規格產品的差異說明等
  5. 驗證委託人、生產者、生產企業之間簽訂的有關協議書或合同
  6. 對於變更申請，相關變更專案的證明檔
  7. 其它需要的文件

強迫性產品初次驗證收費標準請看下表 3

5 年度監督費用 監督複查費 2500元/人日 一般為1-2人日
產品檢測費 總原則：4個及以上檢測項目不超過檢測費的25%收取 檢測專案在3個以下，1個按照100%收，2個按照50%收，3個按照33%收
6 年金 年金 100元/證書
7 驗證標誌收費 標誌收費 使用標準樣式驗證標誌的，向CCC標誌發放管理中心購買
標誌批准使用費 產品或包裝上自行印刷或模壓標誌的，向CCC標誌發放管理中心提出申請。驗證標誌發放管理中心收取標誌批准使用費，收費標準為每一種標誌使用形式第一年450元，從第二年起每年300元
