1995年由芬蘭室內空氣品質和氣候學會（FiSIAQ）制定「建材逸散等級」制度，是由「室內氣候、構造、裝修建材分級類別」制度內所開發，目的為促進建造或設計階段採用低逸散之建材或設備，以提供叫健康或較舒適之居住環境。此制度將建材分為M1、M2、M3三個等級，其中M1為最佳，代表低排放量，為北歐地區主要品質標誌之一。

芬蘭建材逸散分級為開放給所有製造商、建築產品進口商及出口商之自願性標章。許多開發人員、建築師和設計工程師在為建築專案選擇材料時都傾向於使用M1分級產品。「芬蘭建築業主和建築商協會RAKLI」、「芬蘭建築師協會SAFA」和「芬蘭諮詢公司協會SKOL」建議其成員進行分級制度，以促進高品質建設。
