再循環聲明標準（Recycled Claim Standard, RCS）是一項國際自願性標準，訂定第三方驗證在回收投入和監管鏈之要求。RCS的目標是增加回收材料的使用，另包括在不同領域間關於回收定義的調準(alignment)、追踪回收投入材料、為消費者（品牌和終端消費者）提供決策工具、確保材料確實為回收再利用之產品。
再循環聲明標準適用於任何含有至少5％回收材料的產品。每個生產階段都必須經過驗證，從回收階段開始，並於企業間交易之最後賣方結束。材料收集和材料集中地點需要自我聲明、文件收集和現場訪視。RCS不涉及處理和製造、品質或合法性之社會或環境議題。
RCS使用ISO 14021定義回收含量，並基於美國聯邦貿易委員會綠色指南之解釋，以遵守最廣泛認可和嚴格的定義。
獲得RCS驗證，需符合回收材料要求及供應鏈要求。

適用於任何含有5％或更多回收成分的產品。
申請程序一般如下：
Control Union、CCPB、ICEA、OneCert International、USB、財團法人紡織產業綜合研究所
驗證機構會視案件狀況提出報價。以國內一般紡織品貿易商型態申請結構而言，會包括：持證者 (布料貿易商)、織廠、染廠等共3單位廠域結構，其驗證費用略低於GRS全球回收標準（GRS費用約25萬美元）。另有稽核員差旅費，則視出差實際機票購買、住宿及執行天數發生費用而定，一般為USD$500~800左右(事後開立發票跟受驗證廠商收款)。
通過RCS驗證代表產品中使用的原物料已透過與供應鏈中廠商的交易憑證證實，為再生物流。
