1999年開始，加州政府就立法允許單人駕駛“永久低排放車輛”（Inherently Low Emission Vehicle）行駛於城市高速公路的高乘載車道。這些“永久低排放車輛”包括純電動汽車（Battery Electric Vehicle）,燃料電池汽車（Fuel Cell Vehicle）,和壓縮天然氣（CNG）汽車。符合條件的汽車可以獲得一個白色的清潔空氣車輛標籤（Clean Air Vehicle Decal）。目前標章已進化成白色與綠色的標籤兩種。此標章為車主自行去申請，非廠商針對車種進行申請。

白色標籤：零排放和壓縮天燃氣CNG車輛
符合加州超級超低排放車輛（SULEV）排放標準和聯邦固有低排放車輛（ILEV）蒸發排放標準的車輛。這包括某些零排放車輛（ZEV）。符合這些要求的車輛是經認證的純零排放車輛（100％電池電和氫燃料電池），液化石油氣（LPG）和壓縮天然氣（CNG）。
符合加利福尼亞超低排放車輛（ULEV）排放標準和聯邦ILEV標準的2004年車型或更舊的車輛。
綠色標籤：插入式混合動力電動汽車
符合加利福尼亞州增強型高級技術部分零排放（增強型AT PZEV）或過渡零排放（TZEV）排放標準的車輛。符合這些要求的車輛通常是插電式混合動力車。

雖然此標籤並非針對車型發放，但車輛排氣標準若符合CAV規定，消費者為了可使用高乘載車道，便會主動選擇低排放量的車輛，進得帶動廠商之車輛銷量。
