基本資料

泰國工業標準研究院（TISI）由泰國政府內閣批准成立，其成立宗旨為作為國家標準立法機構，頒佈及修訂相關法律法規。TISI 泰國工業標準協會是應泰國政府、商業及社會需求而產生致力於標準化、國際化發展的機構，旨在增強競爭力。其方針是在工業領域推廣標準化，促進工業發展及進步，使企業、消費者及國家利益達到最大化。TISI有權根據已制定的泰國標準對產品進行驗證，泰國政府要求對10個行業的60種產品進行強制性驗證，包括：衣業、建築材料、消費品、電器及附件、PVC管材、醫療設備、LPG氣體容器、表面塗料及車輪。

驗證申請流程

產品驗證需要產品符合相應的標準，同時還要求製造商有完善的品質保證體系，以保持產品與標準的符合性，因此TISI的產品驗證程式除產品的型式測試外，還包括發證前的工廠檢查和發證後的監督審查。


(1) 產品檢測
TISI依據泰國工業標準(TIS)和有關產品驗證的特殊要求評價產品，可採用以下三種方式擇一：
● 抽取樣品並由指定實驗室檢測。
● 樣品由TISI合格官員抽取，交由指定實驗室檢測。
● 由泰國實驗室認可體系(TLAS)認可的實驗室或工業產品標準委員會批准的實驗室認可組織認可的實驗室檢測。
當工廠實驗室完全配備特定測試設備而且有合格的人員時，可以將抽樣產品交由工廠人員於工廠進行檢測，並由TISI合格官員監測。
(2) 測試報告的檢查：
如果工廠的產品已由工業產品標準委員會批准的實驗室檢測，可免於重複測試。但是，如果測試報告不完全或與相應的產品驗證標準及特定要求有差異時，TISI可抽取樣品對這些項目做補充測試。
(3) 發證前的工廠檢查：
發證前的工廠檢查，對於進口產品不需工廠檢查，只需進行品質控制過程方面的書面審查即可。對於國外工廠，當書面資料顯示不充分時需要工廠檢查。若工廠已獲取ISO 9000品質管理證書，其品質管理體系將免於評審，但其證書的發證機構應符合以下要求： 
● ISO 9000驗證機構已得到泰國國家認可委員會(ONAC)的認可；
● ISO 9000驗證機構得到工業產品標準委員會的批准。
但是，當工廠的品質管理體系不完全或與產品驗證的特定要求及產品品質管理體系的通用要求有差別時，TISI可對這些專案做補充評審。
(4) 發證後的監督審查：
發證後的監督審查是為了確保驗證產品繼續符合相應的標準，並確認工廠仍然有能力保持驗證產品的品質，監審體系包括：
● 例行監審:
監審可以採用：對品質管理體系的監督和/或對驗證產品的品質監督。監審的頻率依據持證人品質管理體系的一致性和前一次監審的情況而定。
● 對品質管理體系的監督
品質管理體系的監督主要採用對工廠或市場進行抽樣測試。樣品由TISI合格官員抽取，交由指定實驗室檢測，或者由泰國實驗室認可體系(TLAS)認可的實驗室或工業產品標準委員會批准的實驗室認可組織認可的實驗室檢測。
注意：發證後的監督審查是在未提前通知的情況下，對廠商、進口商、銷售商進行監控，以保證產品的生產和銷售符合泰國TIS標準，防止標準標誌的濫用和誤用及任何違反《工業產品標準法》及其修訂稿的行為發生。
