菲律賓能效驗證由菲律賓能源局(Department of Energy, DOE)管控，能效標準由菲律賓標準局(Bureau of Product Standards, BPS)制定。菲律賓能源局DOE根據菲律賓能效計畫PEEP(PhilippineEnergy Efficiency Project program)，對8類產品實施能效驗證。
測試需要在DOE授權的實驗室完成。能效驗證作為ICC體系下的一部分，也滿足ICC申請流程的兩種方式。在安全及能效測試通過後，申請ICC證書，加貼ICC標誌以及能效標誌。
