2003年3月17日起，科威特工業管理局(PAI: The Public Authority for Industry)實施了國際符合性驗證計畫(ICCP: International Conformity Certification Program)，對進口科威特的產品進行符合性評定和確認，所有含有受管制產品的進口貨物的貨物必須附有技術檢驗報告（TIR）和技術評估報告（TER）。而所有管制類的產品在進入科威特前必須獲得由PAI 的授權機構簽發的符合性證書(CoC, Certificate of Conformity)，才能順利通關。
2006年6月17日起，PAI將原實行的ICCP計畫修訂為符合性體系評估KUCAS計畫(Kuwait Conformity Assurance Scheme) ，並於2006年9月1日起取消了原裝船前測試方式（PST：Pre-shipment Testing）。也就是說，現在所有出口到科威特的所管制類產品必須先通過PAI認可實驗室的測試，來註冊型號及商標取得TER

KUCAS計劃現在包括其他驗證和檢驗機構（CIB），已經決定無論IEC版本如何，都可以接受符合與IEC標準相似的其他標準（如BS EN標準等）的符合性。不過要注意的是，BS EN標準應該仍然是最新的。

驗證申請流程

客戶根據自身情況，可以有兩種方式獲得清關檔CoC證書。但為了降低出口風險，一般客戶選擇出口國申請的方式。
1. 目的國申請：
1) 簡單流程：到港抽樣測試------驗貨-----(如需: 申請TEC證書)-----申請CoC清關。
2) 產品到達科威特港口後，科威特工業管理局PAI在港口抽樣進行全測試。測試完成後，PAI對產品進行技術驗貨(Technical Inspection)。PAI審核測試報告和驗貨報告，完全符合要求後，出具符合性證書(CoC)用於清關。
注：針對出貨頻率高的情況，可以基於測試報告向PAI申請技術評估證書(TEC, Technical Evaluation Certificate)。證書有效期基於測試報告，以測試報告出具後的2年內有效。在證書有效期內，無需每次出貨都遞交測試報告，只需出具TEC證書即可。
2. 出口國申請：
1) 簡單流程：到港抽樣測試------驗貨-----(如需: 申請TEC證書)-----申請CoC清關
2) 產品在出口國，向資質實驗室申請測試。測試完成後，向資質驗貨機構申請出貨前驗貨PSI，取得技術驗貨報告TIR(Technical Inspection Report)。PAI審核測試報告和TIR驗貨報告，完全符合要求後，出具符合性證書(CoC)用於清關。
注：針對出貨頻率高的情況，客戶可以基於測試報告申請技術評估報告TER(Technical Evaluation Report) 證書。TER證書的有效期基於測試報告，一般是CB 報告3年，其它IEC 報告2年。在TER有效期內，無需每次出貨都遞交測試報告，只需出具TER即可。
