基本資料

CE標誌為歐盟強制性驗證標誌，被視為製造商打開併進入歐洲市場的護照。凡是貼有“CE”標誌的產品就可在歐盟各成員國內銷售，無須符合每個成員國的要求，從而實現了商品在歐盟成員國範圍內的自由流通。市場上銷售的商品如被歐盟New Approach指令所要求需符合CE驗證，產品本身則需符合歐盟相關指令的驗證並在產品本身及使用說明上加貼CE標誌，加貼CE驗證標誌的商品表示其符合歐盟指令規範。

驗證申請流程

申請流程大致如下：

  1. 找出所有適用的歐盟指令
  2. 評估產品是否符合指令中的“基本必要條件"
  3. 選擇適合的符合評估模式：例如自我驗證、廠商自我宣告、或是需要第三者驗證的其他評估模式
  4. 選用適合的標準：國際標準、歐洲標準或國家標準
  5. 如果必要，選擇適合的指定檢測機構 (Notified Body)來作產品符合性評估
  6. 可以的話，在歐盟為公司找一個授權代表
  7. 準備一技術檔案，含使用手冊，特別是對高風險的產品
  8. 收集所需的認可及證書並準備每指令的符合性聲明書
  9. 依照法規，貼上CE 標示

 
CE申請方式可以分三種

  1. 自我宣告，廠商依照CE規定檢驗產品, 符合各項要求之後, 檢附所需之測試報告、及產品特性資料和自我宣告書, 即可上市自我宣告書必須由歐聯內部之代表人或進口商簽名才有法律效用；簽名者必須對產品負責。
  2. 自我宣告，但是再請第三者公證機構驗證廠商產品在國內實驗室測試通過之後，請有名氣之驗證機構(Competent Body)發證以取得更好的公信力。
  3. 請第三者公證機構驗證，廠商產品依照歐盟規定必須由Competent Body發證時，則必須將產品送至歐盟內之驗證機構取得報告，然後檢附所需之測試報告、產品資料。

此種方式必需將產品送到國外，若有問題要處理時，無論時間與金錢上的花費均難以控制。

驗證單位

CE授權以下單位進行驗證：

  • 美國優力（Unterwriters Laboratories Inc.)
  • 英國勞氏（LRV）
  • 德國萊因集團（TÜV Rheinland Group）
  • 全國公證/天祥（Intertek）
  • 南德意志集團（TÜV SÜD Group）
  • SGS

驗證費用

每一件產品驗證費用不盡相同，比如個人防護設備的授權服務驗證第一年年費為749 Euro起，第二年開始則為499Euro起。玩具的授權服務驗證的年費則為199Euro起。不同的商品還是需要問各家授權機構為準。

取得效益

  • 一個產品帶有CE標記，也就意味其製造商宣告︰該產品符合歐洲的健康、安全與環境保護相關法規的基本要求，且對使用者、寵物、財產及環境都安全。實際上，這些法規多以所謂的產品指令(Product Directives)方式發佈。
  • 一個產品帶有CE標記也就是向歐盟官方表明︰該產品可以合法地進入歐盟統一市場。
  • 一個產品帶有CE標記可確保︰該產品可以自由地在歐盟統一市場內流通。
