第三類環境宣告是因應全球暖化、氣候異常等議題所延申出來的，基於產品生命週期之特性，依據ISO 14025標準(產品環境標誌與宣告)提供消費者量化且可比較之環境績效結果。主要是針對產品/服務生命週期各階段對環境的衝擊，以科學量化的方式完整詳細地揭露，從產品原料開採、製造、運輸、使用、棄置等階段，逐一精算出如破壞臭氧層、酸雨、優氧化、氣候變遷等項目的影響數值，且須經由第三者獨立公正單位驗證，而下游採購者可依據該公司的「第三類產品環境宣告」選擇是否購買其產品。
ISO 14025標準(產品環境標誌與宣告)
申請EPD之產品，需先有產品則別規則( Product Category Rule;PCR)，此係針對特定的一個產品或一產品群進行環境宣告之生命週期範疇進行界定之作業程序文件，可使相同功能產品進行環境宣告時，具有一致性的比較基礎。目前已有PCR之產品類別為：農業、林業和漁業產品食品、紡織、建材、廚具、民生、電子產品、運輸貨物、金屬製品、機械及設備、機械和工、公用事業、電力、燃氣及水、金屬製品、石化、及服務。在建材類中，目前有門窗、板式家具、瓷磚、回收玻璃、低輻射中空玻璃、油漆、瀝青和碎石、預製混凝土產品、產品由再生橡膠、用於包裝保溫產品、纖維水泥纖維增強水泥與石膏板的阻燃建材；所有可使用PCR可至PCR Library查詢下載(http://pcr-library.edf.org.tw/product_category/index.asp)。
